Sean W. Hopkins, Partner

Sean

Mr. Hopkins’ practice focuses on representing developers seeking land use approvals and permits for proposed projects of all types including retail stores, office buildings, multifamily projects, student housing, senior housing, religious uses, agricultural uses, and industrial projects. During the past 17 years, Mr. Hopkins has represented clients at more than two thousand public hearings and meetings of local municipal boards. He has been involved in all aspects of the environmental review of projects pursuant to the State Environmental Quality Review Act, including large projects involving Environmental Impact Statements. He has handled many land use litigation matters including Article 78 proceeding and appeals. The scope of his practice involves the permitting review process for numerous state and federal agencies including U.S. Army Corps of Engineers, NYS Department of Transportation, NYS Department of Environmental Conservation, NYS Office of Parks, Recreation and Historic Preservation, WNY Board of Review, and U.S. Environmental Protection Agency, among others.

Mr. Hopkins also handles a broad range of real estate-related matters including commercial closings and financing for numerous multimillion dollar projects.

He is a founding member and partner with Hopkins, Sorgi & Romanowski, PLLC and has presented on a diverse range of land use and real estate-related topics at numerous continuing legal education seminars. He is a past adjunct professor at the University at Buffalo Law School.

Peter J. Sorgi, Partner

Peter

Mr. Sorgi’s practice focuses on land use and zoning law, commercial real estate transactions, business entity transactions, municipal law, and commercial and land use litigation. During his career, Mr. Sorgi has represented real estate developers, municipalities and property owners servicing all real estate and business needs, including land use and zoning, and all aspects of real estate and business transactions.  Mr. Sorgi’s practice has a special focus on representing sand and gravel mining operations and representation of large, rural property owners with agricultural operations and transition of agricultural land to related large-scale land uses.

Mr. Sorgi has been a partner since 2005 and has taught Land Use and Zoning Law at the University at Buffalo Law School, been a legislative aide with the New York State Assembly and a researcher at the University at Buffalo Regional Institute.

Marc A. Romanowski, Partner

Marc

Mr. Romanowski’s practice focuses on representing clients before federal, state, and local agencies. He concentrates on administrative permitting and enforcement actions, environmental litigation, land use, zoning and municipal law. He has been involved in numerous proceedings before zoning boards across New York State and has extensive experience representing clients before the NYS Department of Environmental Conservation, U.S. Army Corps of Engineers, NYS Department of Transportation, U.S. Environmental Protection Agency, and the U.S. Department of Transportation, among others. Mr. Romanowski’s experience includes representing manufacturers, developers, and municipalities in negotiating consent orders, obtaining permits, responding to enforcement proceedings, and defending citizens’ suits and has extensive litigation experience in state and federal courts. He has represented clients before municipal boards and in legal challenges to municipal board decisions with regard to land use and zoning decisions.

He is admitted in all New York State Courts, the United States Court of Appeals for the Second Circuit, the United States District Court for the Western District of New York, and the United States District Court for the Northern District of New York. Mr. Romanowski also has extensive success with taking projects through the NYSDEC Brownfield Program.

Ryan P. McCarthy, Associate

Ryan

Mr. McCarthy represents individuals, corporations, and municipalities in a wide range of property and business matters.  His practice focuses on land use and zoning law, property law, residential and commercial real estate transactions, landlord/tenant law, foreclosure, municipal law, asset protection, corporations, and civil litigation. Mr. McCarthy graduated from the University at Buffalo Law School, where he was an editor of the Buffalo Law Review, and an associate of the Buffalo Environmental Law Journal. He was also a recipient of the Dean’s Scholarship, Norman B. Lewis Scholarship, and Joseph P. Peperone Memorial Scholarship.

Mr. McCarthy has been with the firm since 2013.

Cynthia L. Sims, Of Counsel

Ms. Sims’ practice focuses on complex matters, particularly in commercial, construction, mechanic’s liens, banking, professional liability, and environmental litigation. Her experience in contracts litigation enhances the counsel she provides to clients regarding the structure and negotiation of new contracts. She has considerable experience in risk management, informing her approach to each business issue, and she enjoys providing extra value to her clients in the development and analysis of programs designed to satisfy regulatory requirements.  Ms. Sims has experience in arbitrations, mediations, and Article 78 proceedings, and with regulators.  She is admitted in all New York State Courts, U.S. District Courts for the Western, Southern, and Eastern Districts, and in the Western District Bankruptcy Court.
